State Senator Al Landis | The Ohio Senate
The Ohio Senate has approved Senate Bill 94, a legislation sponsored by State Senators Al Landis (R-Dover) and Andrew Brenner (R-Delaware), aimed at modernizing electronic records and conveyances maintained by county recorders. The bill mandates all 88 counties to digitize recorded documents dating back to 1980 and offers an option for electronic recordings related to real estate transactions by June 30, 2026.
"During the pandemic, we came to understand how important it was to have access to documents electronically," Landis commented. "It is crucial that this bill becomes a law so that Ohioans can access their real estate transactions at any time, from any place. I appreciate the work of my joint sponsor, Senator Brenner, and look forward to making county offices more efficient."
Senate Bill 94 also establishes the County Recorder Electronic Record Modernization Program. Administered by the Office of the Treasurer, the program will receive an appropriation of $6 million to help counties meet the requirements of this bill.
The bill now moves on for consideration in the Ohio House.
